□ 수입규제제도의 구조

  

  ㅇ 인도 수입규제 개요

    - 인도에서 수입 및 수출되는 모든 품목들은 Foreign Trade(Development & Regulation) Act, 1992와 인도 수출입정책(India’s Export Import(EXIM) Policy)에 의거해 반입, 반출처리됨.

    - WTO에 따르면 인도는 현재까지 768건의 수입규제 조치를 부과했으며 구체적인 내용은 다음과 같음.

    - WTO에 따르면 인도는 2017년에 38건의 위생 및 식물검역조치를 취했으며 대표적인 조치사례는 다음과 같음.

  ㅇ 국영 무역기업(State Trading Enterprises): 지난 5년간 국영기업의 수입에 대한 장벽은 없었음. 

  ㅇ 수입쿼터 및 관세율할당:  2017년 수입에 대한 수량규제가 시행된 바 없음.

   

□ 시사점

  ㅇ 타국의 수입규제 조치품목에 주목할 필요 있음.

    - 2017년 한국 제품은 반덤핑관세 부과 건수는 8건으로써 2016년 5건에 비해 증가했음. 반면 세이프가드 조치는 2016년 알루미늄품목(Unwrought Aluminum)에 200일 동안 부과된 건 이후로 2017년에는 시행된 바 없음.

    - CBEC에 따르면, 인도는 중국제품에 42건의 반덤핑관세를 부과했으며, 중국의 해당 품목에 대해서 한국제품이 인도시장에 진입할 수 있는 기회가 될 수 있음. 그러나 동 품목에 대한 다른 국가의 수입량이 증가하면 해당 국가에 대해서도 반덤핑관세가 부과될 가능성이 있음.

    - 인도 정부는 주로 위생 및 식물검역, 기술 장벽, 제품 품질기준, 기술 규정, 검역 절차와 인증서 등으로 무역 규제를 가하고 있음. 

 

  ㅇ 대한국 수입규제 조치는 한동안 이어질 가능성 

    - CEPA 재개정 협상이 진행되고 있으나 양국 간 무역수지 불균형이 어이지는 동안은 한동안 인도의 대한국 수입규제 기조는 이어질 것으로 예상됨. 이에 인도에 관심있는 한국기업들은 수입규제 동향을 면밀하게 모니터링할 필요가 있음.

    - 2018년 부과 예정 혹은 가능성이 높은 품목은 다음과 같음.
