- 리비아와의 상거래는 국가가 안정된 후에 하는 것이 바람직 -

 

 

□ 정보 내용

 

  ㅇ 최근 들어 우리 기업들이 아래와 같은 리비아 비즈니스 오퍼 메일에 대해 내용 진위를 확인 요청하는 일이 빈번히 일어나고 있음.

메일 사례  From: "Moha Hassan Abdurrahman"<moha.hassanabdurrahman@outlook.com> To: ************ Sent: 2017-05-17 (수) 10:44:07 Subject: Cooperation As-salamu alaykum: (중략) The Ministry of Foreign Affairs and International Cooperation is the departments that is granted the authority to lobby, screen, verify and present credible supplier/contractors who can do project for the Libyan government as construction and rebuilding is going on after the devastation from the war in 2011:individuals, small businesses, companies and organisations. Understanding of the political system to offer political and public policy advice to clients. Example: companies, trade associations, charities, profit organisations and overseas governments. Our aim within Economy Environment is to manage the major growth pressures within Libya in a tough investment process. (중략) I wait to hear from you.   ㅇ 이메일을 확인해 본 결과 사기성 메일임.

    - 메일의 송신자가 천편일률적으로 리비아 외교부(The Ministry of Foreign Affairs and International Cooperation) 소속 Mr. Moha Hassan Abdurrahman으로 돼 있으나, 여러 경로를 통해 확인한 결과 외교부 내 존재하지 않는 인물로 밝혀짐.

    - 외교부 주소도 부정확함.

    - 위성전화를 사용하지 않는데도 언급하고 있음.

□ 시사점

 

  ㅇ 리비아는 카다피 정권 붕괴 이후 민주화 과정을 거치다가 2014년 7월 이슬람계와 비이슬람계(세속주의) 세력 민병대 간 무력 충돌로 다시 정정 및 치안불안 상태가 현재까지 이어지고 있음. 또한 석유 생산 급감, 국제유가 하락 등으로 국가 재정이 악화돼 국민생활에 필요한 일부 식료품, 의료품 등을 제외하고는 신용장 개설 및 외화 송금이 제한되고 있음.

 

  ㅇ 리비아는 정상적인 비즈니스 활동이 이뤄지고 있지 않는 가운데, 이와 같은 사기성 메일이 향후에도 난발할 것으로 우려되는 바 우리 기업들의 경각심이 필요하며 현재로선 리비아와의 거래는 국가가 정된 후에 하기를 권고함.

 

  ㅇ 참고로 리비아는 현재 여행금지국으로 지정돼 있으며 한국인이 리비아에 입국하기 위해서는 외교부의 사전 허가를 받아야 하나, 현재로선 사실상 불가능하다고 판단됨(자세한 사항은 외교부에 문의 바람).
